The CUHK(SZ) Student Union(SU) consists of three committees, one congress and one assembly. The three committees are the standing committee, the executive committee and the oversight committee. The congress is the student congress. And the assembly is the general assembly.
The three committees are student union’s operating institutions. They run the student union. The standing committee(SC) runs the student congress(the Congress), which is the SU’s decision-making body and comprised of student representatives. The SC holds the meetings of the Congress. However, SC itself also makes minor decisions, such as making bylaws, regulations, writing the drafts of the Constitution amendments, since the frequency the student congress holds is not high. Furthermore, the SC can decide whether a student representatives’ proposal can be discussed in the meeting of the Congress. The SC usually has 7 members, sometimes has 9, and they are made up by a chairman, a vice-chairman, a secretary-general, a treasurer and other ordinary members. The members of the SC are elected by all the students and they become student representatives automatically. What’s more, the SC always hires secretaries from other student representatives. The members have right to vote in the SC’s internal meetings, while the secretaries do not.
The executive committee(EC) is the executive institution in the SU; it does real stuffs for students. The EC is the largest committee among the three committees. It is made up by a presidium, a secretariat, and 6 departments. 6 departments respectively take charge of finance, activities, students’ associations, public relationship, academics and students’ rights. The presidium has 3 people – a president and two vice-presidents. 6 departments each has 10 to 20 people, including ministers and secretaries. The EC implements the Congress’ proposals, holds various kinds of activities on and outside campus, tackle the diplomacy affairs with other universities’ student unions and negotiates with the school to protect students’ rights and interests. However, to prevent the EC abusing its power, the Congress and the OC have right to supervise it. And the EC has to follow the Constitution, bylaws and regulations.
The oversight committee(OC) supervises the other two committees, i.e., the SC and the EC. The OC superintends the other two committees to obey the Constitution and other bylaws. Moreover, the EC must provide its annual report for the OC to audit. The same as the SC, the OC has 7 to 9 supervisors. They are formed by a chief supervisor, a secretary-general, a treasurer and other ordinary supervisors. The OC hires secretaries as well. Unlike the SC, an OC’s secretary can be any student, whether he or she is a student representative or not. But the secretaries cannot vote in the internal meeting.
The Congress is the decision-making body of the SU. It is made up by the student representatives from 3 different colleges, i.e., Shaw, Diligentia and Muse. The quota of each college is decided by the population proportion the certain college accounts of the entire university. As an example, Shaw College has 1,000 residents, and the university has 2,000 students in total. Then the quota of the delegation of Shaw College consists half of all in the Congress. The number of representatives is not the 1/72 to 1/36 of the total number of students in the university, and now the student congress has about 60 representatives. The representatives represent their neighbors in the colleges and other ordinary students. They can raise proposals on behalf of other students’ interests.
The general assembly(GA) is a special institution. It is nominally the supreme decision-making body. The GA consists of all the student union members, put another way, all the undergraduate students in CUHK(SZ). The GA has merely held once. When the SU was founded in April, 2015, the first GA was held. And almost all the students attended the assembly at Li Wen Building. They elected the major leaders of the three committees. Due to the real situation of our university, the GA meeting will probably never hold again. Nonetheless, the GA exists in the form of online referendum now, which for the most of the times, are launched by Moodle. The actual highest decision-making body currently is the student congress.
All the personnel in the SU have one-year terms of office. The three committee members’ terms of office start in April, and the student representatives’ terms of office start in October. As for the secretaries of three committees, it is up to their employers to decide their terms of office.
